Job summary

CAI seeks a Director, Business Development – State Government to lead growth strategy and capture across the State Government division. Reporting to the VP, Public Sector, you will drive how we identify, pursue, and win work with state agencies, higher education, and related clients, with remote work in EST or CST and 15–20% travel.

Responsibilities include market analysis, pipeline development, client engagement, and leading proposals with CAI's Enterprise Solutions Center; you will shape RFPs,

Qualifications

• 10+ years of experience in State Government professional services consulting, business development, capture management, and proposal leadership.
• Strong knowledge of state government procurement including NASPO and Sourcewell.
• Proven ability to build and sustain relationships with agency stakeholders across multi-year sales cycles.
• Strong proposal writing, editing, and review skills; comfortable setting direction on narrative, structure, and win themes.
• Experience orchestrating cross-functional teams under bid deadlines.

Responsibilities

• Lead growth strategy and pipeline development for State Government opportunities.
• Identify and qualify target agencies aligned to CAI's capabilities.
• Direct capture planning, RFP/RFQ/RFI responses, and solution pricing strategies.
• Manage pre-sales activities, client outreach, and conferences.
• Build account maps and stakeholder engagement plans for priority pursuits.
