Job summary

Integrated Business & Technical Consultants is seeking a Senior Evaluation Expert for a remote, multi-country livelihoods framework and evaluations portfolio. The role involves shaping Theory of Change, developing standardized MEAL tools, and coordinating instrument design, data processing, and cross-country analyses across Ethiopia, Ukraine, Haiti, the Philippines, and Türkiye.

Intermittent, part-time consultancy starting Oct 2026.

Qualifications

At least 10 years of MERL/evaluation experience with senior responsibility.
Experience designing Theories of Change, logic models, and evaluation frameworks.
Advanced expertise in qualitative or quantitative research methods.
Experience with data processing, codebooks, coding frameworks, and analysis plans.
Relevant livelihoods, food security, resilience, or economic-strengthening experience.
Experience coordinating with international NGOs and field teams.
Excellent English writing and speaking skills.

Responsibilities

Support technical leadership, work planning, and client communication.
Develop portfolio-level Theory of Change, common outcomes and indicators.
Translate CHC and scorecard requirements into evaluation matrices and field tools.
Lead design and revision of qualitative and/or quantitative instruments.
Coordinate development of vetting toolsets, checklists, data collection instruments, and scoring guides.
Oversee data management, cleaning, analysis, and triangulation across clusters.
Ensure ethics, consent, confidentiality and safeguarding in tools and procedures.
Contribute to progress updates, learning discussions, and final reports.
Supervise analysts, country coordinators, and field teams as assigned.
Integrate existing data with new livelihoods data and document limitations.
