Team Carney, Inc. seeks a Learning Systems Technical Lead to provide senior governance for FDA’s enterprise LMS ecosystem. Remote with periodic on-site presence in Silver Spring, MD, and clearance required.

You will lead modernization, integration planning, and metadata governance to keep materials portable and compliant with 508 and xAPI/SCORM standards. The role demands eight+ years in enterprise learning tech, a related IT/CS degree, and deep LMS architecture knowledge, ensuring alignment

Qualifications

• Minimum of eight years of technical experience supporting enterprise learning technologies.
• Bachelor's degree in information technology, information systems, computer science, instructional technology, or related field.
• Deep knowledge of LMS platform architecture and interoperability standards (SCORM, xAPI).
• Experience with metadata taxonomy, catalog administration, and migration strategies.
• Understanding of Section 508 accessibility, records retention, and cybersecurity standards.

Responsibilities

• Provide senior technical governance and strategic guidance for FDA LMS ecosystem.
• Oversee stability, interoperability, and metadata governance across platforms.
