Job summary

Cognitive, a US government healthcare IT services company, seeks a Senior Software Developer, Technical Lead to guide the CMS DDPS/PRS apps. You will own sprint delivery, mentor developers, and govern code quality with 80% test coverage while delivering through CMS CI/CD pipelines.

This 100% remote role is limited to US states VA, DC, MD, TN, FL, AZ, CO, OR, and TX; require Agile, AWS, and Python/Java expertise to advance CMS initiatives.

Qualifications

• Bachelor's degree in Computer Science or related field; 8+ years in software development
• 3+ years in a technical lead or team lead role
• Strong Java development expertise
• Strong Python proficiency
• Experience with AI-assisted development tools
• Experience delivering inside a CI/CD pipeline: GitHub, Jenkins/CloudBees, JFrog Artifactory/XRay, SonarQube, Snyk
• Experience with Python test frameworks (Pytest, UnitTest) and database testing
• Experience with AWS application services: EC2, Lambda, S3, SQS, API Gateway
• Experience in aSAFe Agile environment
• Ability to pass CMS and internal background checks for public trust

Responsibilities

• Lead sprint-level application development execution; manage workload and backlog
• Own development of invoice, dispute, outlier, and reconciliation systems
• Enforce 80% automated test coverage and secure code review practices
• Deliver code through CMS CI/CD pipeline and coordinate releases
• Mentor Senior and mid-level developers; drive technical debt reduction
• Support AI-assisted development under CMS governance
• Participate in PI Planning, sprint ceremonies, and stakeholder demos
