Job summary

ICF is hiring a Senior Research Analyst for the Office Child Labor, Forced Labor and Human Trafficking (OCFT) within the International Labor Affairs Bureau at the U.S. Department of Labor.

The role focuses on advanced research, guidance on methodologies, and producing rigorous analyses supporting congressionally mandated reporting. The analyst will independently design studies, synthesize diverse data, and present actionable findings to senior leadership, with opportunities to mentor junior

Qualifications

• Minimum of 3 years of relevant professional research experience.
• Experience contributing to congressionally mandated reporting and U.S. Government reports.
• Demonstrated ability to independently identify, develop, and execute research projects.
• Security Clearance: Ability to obtain low-level security clearance (U.S. citizenship, residency in the U.S. for the past 2 years, and ability to work from within the United States).

Responsibilities

• Conducts and supports research necessary for congressionally mandated reporting and other statutory requirements.
• Independently determines research approaches, methodologies, data sources, and analytical techniques.
• Synthesizes information from multiple qualitative and quantitative sources to identify trends, relationships, risks, gaps, and issues.
• Develops well-supported findings, conclusions, and recommendations for senior leadership and stakeholders.
• Anticipates emerging research needs and identifies opportunities to address information gaps and improve evidence bases for required reporting.
• Maintains awareness of legislative, policy, programmatic, and research developments and their implications.
• Provides technical guidance and mentorship to junior research analysts under OCFT leadership.
• Prepares or contributes to high-quality reports, briefings, memoranda, presentations, and other analytical products for leadership and congressional reporting.
• Translates complex research findings into clear, concise conclusions tailored to the audience and responds to questions about methodologies and implications.
• Provides senior-level review of analytical products to ensure rigor and compliance with standards.
