Job summary

Defense Counterintelligence and Security Agency seeks a Director of Financial Management and Comptroller to serve as the agency's senior financial-management executive and principal adviser on budgeting, accounting, and financial policy.

You will oversee a ~$3.0 billion portfolio, lead Working Capital Fund operations, and ensure full-cost recovery and fiscal sustainability across headquarters and field entities.

Qualifications

• Bachelor's degree in accounting or related field with at least 24 semester hours in accounting.
• Combination of Education and Experience including CPA or professional accounting association.

Responsibilities

• Senior financial-management executive and principal financial adviser to DCSA leadership.
• Directs end-to-end financial-management program including budget formulation, execution, accounting, funds control, financial reporting, internal controls, audit remediation, cost management, and financial systems.
• Oversees Working Capital Fund operations and annual financial portfolio of ~$3.0 billion.
• Provides independent financial advice on agency strategy, resource allocation, and financial risk.
• Directs rate development, cost recovery, revenue and expense forecasting, and cash management for Working Capital Fund.
• Represents DCSA before OMB, Congress, and IC on budgetary and financial matters.
• Establishes internal controls and audit-support activities; ensures compliance with appropriations law and financial-management policies.

Education
