Job summary

City of New York seeks an experienced Executive Agency Counsel to lead audit, risk management, and compliance initiatives across HPD programs. You will advise on legal and regulatory matters, supervise staff, and coordinate with Legal to ensure robust internal controls while supporting affordable housing goals.

Qualifications

• Admission to NY Bar and JD or equivalent.
• Four years of legal experience since admission, including 18 months in supervising attorneys.

Responsibilities

• Oversee audits and compliance reviews conducted by Federal, State, or City entities that fund and govern program activity.
• Lead the design and implementation of audit plans, coordinating processes to streamline work and automate controls.
• Supervise the Audit Support team to ensure accurate audit responses and timely progress on commitments.
• Advise program staff and leadership on enforcement of laws, rules, and regulations; draft analytical documents and guidance.
• Collaborate with the Office of Legal Affairs to ensure compliance with federal, state, and city requirements.
• Identify and implement improvements to risk management and internal controls across agency programs.
