Job summary

ICF is seeking a Public Policy Specialist to support energy and environment policy for Federal agencies, with a remote option or hybrid Reston, VA work arrangement. Join a multidisciplinary team helping EPA, DOI and NRC shape regulations and programs.

You’ll develop clear, defensible policy documents and provide strategic analysis across projects. Ideal candidates bring strong research, writing, editing skills, and experience with regulatory processes, enabling timely, high‑quality deliverables

Qualifications

• Master’s degree or higher in engineering, environmental science, or public policy.
• Bachelor’s degree with at least 2 years of relevant policy research experience.
• U.S. Citizenship is required per Federal contracts and the ability to obtain security clearance.
• Strong research, writing, and editing skills.
• Experience with Federal regulatory processes is a plus.

Responsibilities

• Interact directly with EPA, DOI, NRC and other agencies.
• Draft and edit documents related to Federal rulemakings.
• Synthesize information from rulemaking documents, literature, and other technical reports.
• Analyze and summarize public comments on proposed rules.
• Attend intra-agency meetings and support document clearance processes.
• Assess the costs and benefits of proposed regulations.
• Draft reports, manuals, guidance, and regulatory language.
• Immerse yourself rapidly in varied projects for multiple clients.
