Job summary

Blue Water Thinking is seeking an experienced Project Manager to support the Integrated Healthcare Transformation initiative at the Department of Veterans Affairs. The role acts as the single contractor point of contact for SME support and contractor performance, ensuring successful execution of a large-scale healthcare transformation program.

Qualifications

• Bachelor’s degree in Business Administration, Healthcare Management, Project Management or related field.
• Minimum of 4 years of experience managing programs or projects within a large corporation or government agency.
• Active PMP certification or equivalent.
• Proven experience managing complex, multi-project programs with significant budgets and stakeholder engagement.
• Strong understanding of program lifecycle management, including planning, execution, and closeout.
• Excellent communication and leadership skills with the ability to engage senior stakeholders.
• Proficiency in project management tools such as MS Project, Jira, or equivalent.

Responsibilities

• Serve as the primary liaison between Blue Water Thinking and VHA stakeholders for all contract-related communications and performance matters.
• Manage a large-scale program encompassing multiple projects with complex lifecycle budgets and deliverables.
• Plan, initiate, execute, monitor, and close out programs aligned with the VA’s mission and strategic goals.
• Coordinate SME support and ensure timely delivery of project milestones and contractual obligations.
• Oversee risk management, resource allocation, and quality assurance across all project components.
• Facilitate cross-functional collaboration and maintain alignment between technical teams, subject matter experts, and VA leadership.
