Job summary

OCT Consulting, LLC seeks a Program Analyst to support a national security client. The role is primarily remote with occasional office visits for events and meetings.

You will govern, track actions, manage dashboards and risks, and assist the master scheduler to ensure continuous delivery. The ideal candidate has 5+ years in program analysis or PM support, holds a Secret clearance, US citizenship, and expertise in Power BI, MS Project, SharePoint, Jira, Confluence, and MS Teams.

Qualifications

• 5+ years of progressive experience in program analysis, project management support, management consulting, or business operations.
• Must possess an active Secret security clearance (or higher) and maintain eligibility.
• Must be a U.S. Citizen.
• Advanced Power BI skills for data visualization, dashboard design, and maintaining underlying data connections.
• Microsoft Project proficiency to support schedule updates, baseline maintenance, and timeline analyses.
• Expertise in enterprise collaboration tools: SharePoint, Jira, Confluence, MS Teams.
• Familiarity with standard project scheduling guidelines and health criteria.
• Strong communication & presentation skills for concise, decision-ready briefs for senior leadership.
• Must be able to commute within the DC Metro Area (Quantico, VA).

Responsibilities

• Governance support: prepare executive-ready slide decks, agendas, read-ahead packages, and meeting minutes.
• Dashboard and KPI management to ensure visibility of progress and repeatable data feeds.
• Establish and track formal decision logs and action-item databases with suspense dates.
• Risk, issue and dependency tracking with mitigation and escalation.
• Schedule support: back up for the master scheduler and maintain project schedules.
• Records and knowledge management across program deliverables and repository.
