Job summary

Washington Department of Commerce is seeking a Program Accounting Manager (WMS2) to lead the Program Accounting unit and report to the Managing Director of Accounting Services. The role oversees federal and program accounting, contract payables/receivables, loan accounting, and cost allocation, ensuring compliance and data integrity across agency finances.

The position requires seven years of financial experience in government, with three years in leadership, and strong policy knowledge.

Qualifications

• 7 years of professional financial experience within a state, local or tribal government including accounting policy, federal and state requirements, grants management and internal controls.
• Three years of management/leadership experience, including supervision and performance development.
• Intermediate skill level in Microsoft Excel and Word.

Responsibilities

• Acts as principal financial advisor to the Accounting Managing Director and CFO on federal grant management, loan receivables, and related financial matters.
• Supervises 12 financial analysts, plans and directs unit work, and ensures resource optimization and staff development.
• Manages program accounting activities: revenue, expenditures, grants compliance, cash management, and reporting to ensure federal/state compliance.
• Sets clear work expectations for direct reports, monitors deadlines, and drives process improvements.
• Develops and implements agency financial policies for grants and loan administration in line with federal/state rules.
• Coordinates with program, budget and accounting teams to ensure proper tracking of grants and accurate reporting.
