Job summary

LONGHORN STAFFING SOLUTIONS is seeking an experienced Estimator to develop detailed cost estimates for pipeline and facilities projects, including compressor and pump stations.

You will attend pre-bid meetings, analyze labor and materials, and work with Project Managers to define execution strategies. Proficiency in Excel and MS Project is required.

Qualifications

• 5+ years of experience in project cost estimating and management for pipeline/facilities projects.
• Proficient with Excel and MS Project.
• Training in project cost estimating and outsourcing logistics.

Responsibilities

• Utilize company-approved estimating methodologies to develop accurate estimates.
• Prepare comprehensive project estimates from RFQs, drawings, and specifications.
• Develop estimates for pipeline and midstream facilities, including pump/compressor stations.
• Attend pre-bid meetings, site visits, and job walks; capture client and field information.
• Solicit and evaluate vendor and subcontractor pricing for key scopes.
• Analyze labor productivity, crew compositions, and man-hour requirements; justify major cost components.
• Collaborate with Project Managers on execution strategies and cost-effective methods.
• Maintain estimating databases, unit rates, and cost benchmarks based on history and market trends.
• Coordinate with internal departments to align scope, pricing strategy, and risk.
• Lead or participate in bid review meetings prior to final submission.
• Ensure all bid documentation is complete and compliant with client requirements.

Job description

The Estimator is responsible for the quantity take-offs, and cost analysis to produce comprehensive project cost estimates. The Estimator will provide data and cost analysis for estimate reviews and presentations.

Primary Job Function:

• Utilize company-approved estimating methodologies, systems, and historical cost data to develop accurate and detailed cost estimates in a structured format suitable for project execution teams.
• Prepare comprehensive project estimates based on RFQs, drawings, and specifications, ensuring all cost components are captured, including labor, materials, equipment, subcontractors, indirects, and general conditions.
• Develop estimates for pipeline and / or midstream facility projects, including pump stations, compressor stations, meter stations, and associated infrastructure.
• Attend pre-bid meetings, site visits, and job walks; document and incorporate all client-provided and field-observed information into the estimate.
• Solicit and evaluate vendor and subcontractor pricing for key scopes, ensuring competitive and complete bid coverage.
• Analyze labor productivity, crew compositions, and man-hour requirements, and clearly articulate the basis of estimate for all major cost components.
• Collaborate with Project Managers and operations teams to evaluate execution strategies, including self-perform vs subcontract approaches and cost-effective construction methods.
• Maintain and continuously update estimating databases, unit rates, and cost benchmarks based on historical performance and market trends.
• Coordinate with internal departments and leadership to ensure alignment on scope, pricing strategy, and risk considerations.
• Lead or participate in bid review meetings with Project Managers and Business Unit leadership prior to final submission.
• Ensure all bid documentation is complete, accurate, and compliant with client requirements.

Experience:

• 5+ years of experience in project cost estimating/project management with an emphasis on pipeline and / or facilities projects - compressor and pump stations, production facilities, measurement stations, and other upstream oil and gas facilities is desirable.
• Strong computer experience with Microsoft Office products, specifically Excel, MS Project.
• Must have training in project cost estimating and outsourcing logistics.

Education/Training:

• Engineering or technical degree is preferred.
