Job summary

Pan American Health Organization Inc seeks an international consultant to strengthen programme management and donor reporting for the Pandemic Fund across the ECC region. The role emphasizes DHIS2 deployment, digital health coordination, and procurement oversight with engagement across PAHO, FAO, and World Bank partners.

The consultant will work primarily remotely with travel to Barbados and ECC countries as required, over a 12‑month period starting November 2026.

Qualifications

• Advanced university degree in Public Administration, Public Health, Economics, International Development, or a related field.
• 7–9 years of progressively responsible experience managing complex programmes/portfolios in international development, public health, public‑sector reform, including multi‑country, multi‑donor funded programmes with demonstrated full budget execution.
• Proven experience in results‑based management, M&E system design, and donor reporting for major international funders (e.g. Pandemic Fund, USAID, Global Fund, World Bank, or equivalent).
• Demonstrated experience with health information systems or digital health initiatives, including DHIS2 design, implementation, coordination and/or use for program reporting and analysis.
• Experience working in Latin America and the Caribbean, including coordination with national and subnational governments.
• Proficiency in data management and analytics tools (PowerBI, Excel, or equivalent) for programme tracking and reporting dashboards.
• Excellent written English; ability to produce high‑quality technical reports and donor communications independently.
• Willingness to travel to ECC countries as required.

Responsibilities

• Provide programme management support across six ECC countries and three implementing entities.
• Draft Pandemic Fund donor reporting products, quarterly progress reports, and annual progress reports.
• Monitor digital health activities including DHIS2 deployments, LIS decisions, HMIS interoperability roadmaps, and health data governance.
• Coordinate with delivery partners to track milestones, outputs, and implementation risks.
• Identify bottlenecks in budget execution and procurement timelines and propose corrective actions.
