Job summary

Nebius is seeking a Network Planning Technical Project Manager to bridge internal data centre teams with external telecom partners. You will own the connectivity lifecycle from initial assessment to outside plant delivery, ensuring seamless integration into the global network.

The ideal candidate brings 5+ years in network infrastructure, deep DWDM/ILA MOFN knowledge, and a proven track record in complex multi-stakeholder builds across regions.

Qualifications

• Education: Bachelor's degree in Engineering, Telecommunications, or related field (or equivalent experience).
• 5+ years in network infrastructure, OSP planning, or data center connectivity project management.
• AutoCAD: Proficiency in creating/reviewing site infrastructure/conduit designs.
• GIS: Advanced ability to work with geospatial tools and KMZ/KML files.
• Optical Networking: Strong grasp of DWDM, ILA requirements, MOFN deployments.
• Commercial Acumen: Experience negotiating fiber leases, IRUs, and construction contracts.

Responsibilities

• Collaborate across functions with Network TPMs, DWDM engineers, ITDC teams, Network Procurement and Construction for cohesive execution.
• Lead site feasibility, long-haul wave proposals and dark fiber option validation for Datacenter/PoP selections.
• Act as technical lead for fiber pathway architecture from 0 manhole to internal access panels; oversee conduit/ manhole placements.
• Coordinate MOFN arrivals: POE/ MMR layout, space, power, and environmental readiness.
• Negotiate IRU agreements, long-term leases, MOFN service structures with carriers and vendors.
• Maintain internal databases of fiber routes; manage KMZ/KML files; review/modify designs in AutoCAD.
• Coordinate with fiber owners for rack space, power, and environmental resources within ILA sites.
