Qualifications

• 6+ years of Medicaid policy or health policy consulting experience.
• Experience analyzing Medicaid policy, programs, or delivery systems.
• Experience with alternative payment models and value-based care.
• Ability to lead complex workstreams and coordinate across teams.
• Strong written policy drafting and client-facing materials.
• Strong verbal facilitation and translating policy for technical audiences.

Responsibilities

• Serve as a senior Medicaid policy and implementation advisor supporting the AHEAD Model and CMS staff.
• Lead and coordinate Medicaid work across AHEAD task teams and drive activities.
• Provide policy consultation and develop clear options and recommendations for senior clients.
• Analyze federal and state Medicaid policies and translate findings into options and materials.
• Support development of Medicaid policies and operational approaches across delivery systems.
• Design and lead technical assistance strategies for states and stakeholders.
• Develop and review technical assistance products (memos, briefs, roadmaps, guides).
• Facilitate discussions with CMS, state partners, and contractors to resolve questions and build alignment.
• Translate complex policy issues for technical and non-technical audiences.
