Allegheny Science & Technology (AST) is seeking a Licensing Lead - Nuclear Oversight Programs to support our team. The Licensing Lead manages licensing workflows, coordinates regulatory submissions, and engages with NRC, DOE and other authorities.

The role emphasizes regulatory drafting, project coordination, and data-driven workflow improvements, including AI-enabled tools, with travel 30-40% and a primarily remote work arrangement.

Qualifications

  • Bachelor’s degree in Engineering, Science, Environmental Studies, or related technical discipline.
  • Eight or more years of relevant experience in engineering, project management, licensing, permitting, regulatory affairs, environmental compliance, or a related technical field.
  • Experience with NRC/DOE/state regulators in written or verbal capacities.
  • Strong technical writing skills for regulatory submissions, RAIs, and environmental documents.
  • Familiarity with DOE requirements relevant to reactor projects.
  • Ability to manage multiple priorities and communicate with technical and nontechnical stakeholders.
  • U.S. Citizenship is required.
  • This position is primarily remote, but 30-40% travel is anticipated.

Responsibilities

  • Develop and execute regulatory strategies and licensing applications per DOE and other regs.
  • Manage regulatory activities and track milestones.
  • Coordinate inputs across engineering, safety, environmental, construction, QA, and project teams.
  • Draft regulatory correspondence and responses to RAIs.
  • Review regulatory documents for issues and impacts.
  • Leverage AI-enabled tools for reviewing documents and schedules.
  • Maintain licensing schedules and regulatory commitments; escalate risks.
  • Contribute to regulatory budgets, resource plans, and schedules.
  • Promote nuclear safety culture and integrate QA requirements.
  • Perform other duties related to licensing and regulatory affairs.
