Job summary

Cognitive Medical Systems is seeking a Knowledge Transfer Project Analyst to support the transition of the CMS Drug Data Processing System (DDPS) and related applications. This role coordinates knowledge transfer, asset management, onboarding, and readiness activities to ensure a smooth handover from the incumbent contractor.

This remote position is restricted to the states VA, DC, MD, TN, FL, AZ, CO, OR, and TX, and requires collaboration with engineering, cybersecurity, operations, and QA

Qualifications

• Bachelor's degree in a related field with 6+ years in IT transition management.
• Experience leading knowledge transfer and transition documentation on federal IT contracts.
• Proven ability to maintain transition inventories and onboarding trackers.
• Strong organizational and multi-stakeholder coordination skills.
• Experience with SharePoint, Confluence, GitHub, and JIRA.

Responsibilities

• Coordinate structured sessions between outgoing and incoming teams across operational areas.
• Maintain transition inventories, runbooks, data dictionaries, interface specifications, configuration baselines, application and interface inventories, and operating procedures.
• Monitor onboarding activities, including background checks and system access.
• Ensure deliverables like Transition-In Plan and readiness assessments are on schedule.
• Collaborate with engineering, cybersecurity, operations, and QA to validate transferred knowledge and documentation.
