Job summary

GovCIO is seeking a Business Analyst to support the Department of Homeland Security. The role is remote with local DC/MD/VA presence and some onsite sessions for collaboration.

You will craft executive communications, gather requirements, and support agile delivery with user-centered design. You will work with stakeholders to translate requirements into user stories, perform functional analysis, and assist the Scrum team with ceremonies and testing coordination.

Qualifications

• Bachelor’s degree in a technical or business field with 2–5 years experience.
• Experience using JIRA, Confluence, ServiceNow, Power Platform and Dynamics.
• Experience on a Scrum team and in a Scrum environment.
• Strong technical writing, business analysis and communication skills.
• Must be a U.S. citizen.

Responsibilities

• Craft executive-level communications to support IT projects.
• Own the intake process for documentation from multiple stakeholders.
• Translate requirements into Behavior Driven Development User Stories.
• Reconcile business/technical/user flows and feature requirements.
• Serve as Scrum Master coordinating DevOps/Agile ceremonies and reporting on tests.
• Coordinate and report on test activities for system interfaces.
• Work with developers and project managers to resolve defects.
• Estimate level of effort for tester functions.
• Coordinate Change Management activities.
• Proficiency with ServiceNow and Microsoft Power Platform will support multiple products.
