Qualifications

• 12+ years of progressive experience in disaster recovery, housing, or community development programs including CDBG-DR housing implementation.
• 5+ years leading through subordinate managers with accountability for business results and staff performance.
• 5+ years of knowledge of HUD CDBG-DR and CDBG-MIT regulatory frameworks, 2 CFR 200, and housing program delivery models.
• 2+ years of business development experience including capture leadership and proposal strategy for state/local procurements.
• 2+ years of profit and loss responsibility with $20M+ annual revenue.
• Willing to travel up to 50% by air/vehicle.
• Must have a valid U.S. driver’s license and pass MVR.

Responsibilities

• Establish multi-year sector strategy and annual operating goals for housing implementation.
• Lead sector growth from opportunity identification through capture, pricing, and bid/no-bid decisions.
• Own sector financial performance including revenue, contract awards, pipeline, profitability, and backlog burn.
• Direct portfolio delivery through project leaders ensuring standards, controls, and quality.
• Balance client satisfaction with risk, compliance, and delivery across a national portfolio.
• Lead subordinate managers and develop leadership talent, fostering an inclusive, high-performing environment.
