Job summary

GovCIO is seeking a Health Products Technical Subject Matter Expert to provide strategic technology and product leadership for mission-critical initiatives under the VA HTMS contract. This fully remote position supports US-based operations with core hours 8 AM–5 PM ET, Monday to Friday.

Qualifications include a BS in Engineering/CS/Systems/Business with extensive experience, leadership in enterprise tech, and a proven ability to align product roadmaps with organizational goals.

Qualifications

• Enterprise technology leadership, product strategy, and architecture for complex systems.
• Systems interoperability and secure data exchange across organizations.
• Business process and workflow analysis; translating requirements into executable roadmaps.
• Change management and stakeholder engagement across technical and operational teams.
• Operational ownership of applications (day-to-day operations, incident triage, continuous improvement).

Responsibilities

• Provide strategic technology and product leadership for healthcare, research, data management, and interoperability initiatives.
• Lead and coordinate cross-functional teams across product development, operations, and business stakeholders.
• Develop and execute technology strategies, roadmaps, and implementation plans.
• Analyze requirements, workflows, environments, and dependencies to identify risks and impacts to delivery.
• Conduct enterprise-level assessments to uncover gaps and modernization opportunities.
• Oversee day-to-day operations of key applications and drive continuous improvement.
• Champion structured change management and facilitate technical problem-solving.
