GovCIO is seeking a Senior Partner Manager to oversee day-to-day operations with subcontractors and teaming partners for VA technology initiatives. This fully remote role reports to the Director, Portfolio Operations and ensures LOEs, staffing, and budgets align with program requirements.

The position requires eight or more years in partner management, strong relationship skills, and proficiency across MS Office tools.

Qualifications

• Bachelor’s degree in Business Administration, Program Management, Finance, or related field; equivalent experience.
• Eight+ years in partner, subcontractor, vendor, contract, or program management.
• Experience coordinating multiple subcontractors in a federal contracting environment.
• Experience with Time-and-Materials and Firm-Fixed-Price subcontracts.
• Experience maintaining LOEs, staffing plans, forecasts, or related financials.
• Strong written and verbal communication; proficient with Excel, Word, PowerPoint.

Responsibilities

• Serve as the primary day-to-day operational point of contact for assigned subcontractors and partners.
• Conduct recurring partner meetings to review staffing, progress, deliverables, and risks.
• Coordinate with Delivery leadership to monitor partner performance against schedules.
• Prepare and maintain LOEs, staffing, periods of performance, and costs.
• Monitor staffing, vacancies, and departures; address workforce needs and delays.
• Review funding, expenditures, burn rates, forecasts, and discrepancies with Finance.
• Support purchase requisitions, subcontract modifications, and funding actions.
• Document operational impacts of staffing/scope changes for leadership.
• Resolve routine partner issues; escalate complex concerns to Director.
• Coordinate partner transition and closeout activities.
