Qualifications

• Bachelor’s Degree plus 8 years' federal finance, budgeting or related experience; Master’s substitute for 2 years; PhD substitute for 4 years.
• Ability to transform data into concise Google Sheet workbooks using advanced functions such as GetPivot, SumIfs, VLookup, XLookup, conditional formatting, and Import Range.
• Ability to drive efficiencies and improvements, and motivate team members during change.
• Excellent oral presentation skills to brief findings to management.
• Ability to communicate effectively with senior leaders.
• Proactive work style to anticipate management questions and meet needs.
• Sift through large data and reports to find answers in a timely manner.
• Strong interpersonal and customer service skills to manage expectations.

Responsibilities

• Manage multiple projects related to financial management analysis for NOS.
• Provide detailed assessment of gaps in financial management activities and cost/benefit analyses.
• Recommend improved process flows and automated tools to save time and reduce errors.
• Pull and interpret reports from NOAA financial systems (EBS, EDW, FMDS).
• Analyze NOAA budget execution data to forecast issues and guide actions.
• Transform accounting data into automated Google Sheets workbooks and presentations.
• Produce and maintain templates, forms, and slides for leadership reviews.
• Respond to data calls from NOS, NOAA HQ, DOC, OMB, and Congress.
• Review obligation plan data in the NOAA FMDS.
• Summarize quantitative data for monthly reports and complex payment reports.
