Job summary

ICF is seeking an experienced Contract Manager to support FEMA Public Assistance Technical Assistance Contracts and disaster recovery initiatives. The role oversees the full contract lifecycle, interfacing with clients, contractors, and internal teams to ensure compliance and successful program delivery.

This position is remote within the 48 contiguous United States and may involve occasional travel to project sites.

Qualifications

• Bachelor's degree in accounting, business, finance, law, contracts, or a related field.
• Minimum of 10 years of experience in contract management or a related field.
• Minimum of 120 hours of continuing professional education in contract management, procurement, business, finance, law, or related disciplines.

Responsibilities

• Manage the full contract lifecycle, including solicitation review, invitation to bid, bid evaluation, contract award, implementation, administration, modifications, and closeout.
• Monitor contractor performance and contract compliance to ensure obligations, deliverables, program requirements, and contract objectives are met.
• Review and interpret contract terms and conditions; identify contractual risks, compliance concerns, gaps, and potential operational impacts; and recommend appropriate solutions.
• Administer contract modifications, scope changes, and other contractual adjustments throughout the period of performance.
• Measure and document completed work, validate contract deliverables, and support the accurate computation and administration of payments.
• Serve as a primary contract point of contact and coordinate with FEMA representatives, program leadership, clients, contractors, subcontractors, and internal stakeholders to resolve contract-related issues.
• Maintain complete contract files, records, reports, and supporting documentation in accordance with client requirements, company practices, and applicable regulations.
• Support business and price proposal development, pricing reviews, contract transitions, and other activities for new and existing programs.
• Provide oversight and guidance to contract administration staff, as assigned, and coordinate workload to support proposal and program teams effectively.
