Job summary

ICF is seeking an experienced Contract Manager to support FEMA Public Assistance programs and disaster recovery operations. This 100% remote role will oversee the full contract lifecycle, including procurement support, performance monitoring, modifications, and compliance, coordinating with FEMA representatives and internal teams.

Qualifications

• Bachelor's degree required in a related field.
• Minimum 10 years of contract management experience.
• Minimum of 120 hours of continuing professional education in contract management, procurement, business, finance, law, or related disciplines.

Responsibilities

• Manage the full contract lifecycle from solicitation to closeout.
• Monitor performance and compliance to ensure obligations and program requirements are met.
• Review terms, identify risks, assess impacts, and propose solutions.
• Administer contract modifications and scope changes throughout performance period.
• Document work completed and support accurate payments processing.
• Serve as primary point of contact with FEMA, program leadership, clients, and contractors.
• Maintain complete contract files, reports, and documentation per requirements.
• Support business and price proposal development, pricing reviews, and transitions.
• Provide guidance to contract administration staff and coordinate workload for teams.
