Qualifications

• Substantial federal regulatory policy expertise and strong attention to detail.
• Experience as federal regulatory analyst, policy specialist, or attorney-advisor.
• Familiarity with OPM GS-0301, GS-0905, or equivalent experience.

Responsibilities

• Create scenario-based assignments based on federal rulemaking processes.
• Review submissions for accuracy, completeness, and adherence to policy standards.
• Summarize public comments on proposed regulations and group by theme.
• Draft clear agency responses to substantive comments with evidence and regulations.
• Recommend adoption or rejection of public proposals through reasoned analysis.
• Ensure deliverables reflect federal drafting, comment review, and response-to-comment work.
