Job summary

The Washington State Department of Ecology is seeking a WCC Administrative Operations Manager to lead administrative functions for the statewide AmeriCorps program.

You will guide a team, ensure federal compliance, drive grant submissions, and shape policy across SEA. This is a temporary, full‑time role with telework options and a focus on operational excellence for Ecology's largest environmental service program.

Qualifications

• Interpret federal rules and maintain continuous compliance through audits, monitoring, and required reporting.
• Prepare complex federal grant submissions, producing structured narratives and performance measures.
• Design and carry out evaluation plans using established methodologies.
• Develop and implement internal procedures to ensure consistent operations.

Responsibilities

• Lead agencywide compliance for a $2 million AmeriCorps grant and oversee grant reports and audits.
• Prepare Ecology’s annual AmeriCorps grant application with logic models and performance measures.
• Represent Ecology with Serve Washington, AmeriCorps staff, and partners as the agency’s compliance expert.
• Design and submit program evaluation plans using BACI- and other standard methods.
• Lead development and updates of section policies and internal communications for consistency and transparency.
• Supervise five administrative and communications staff and support staff development and performance.
• Coordinate internal and external communications on behalf of WCC leadership.
