Job summary

RTX is seeking a DMSMS Governance & Operating Framework Engineering Lead to strengthen Raytheon’s enterprise-wide DMSMS capabilities. You will define standardized processes, drive governance, and coordinate cross-functional teams across engineering, supply chain, quality, and programs to reduce risk and obsolescence.

The role requires a strong background in engineering or supply chain, leadership across large teams, and the ability to implement repeatable frameworks aligned with EO 14415, SD-22,

Qualifications

• Bachelor’s degree in Engineering or related STEM discipline.
• Advanced degree in Engineering or Business; MBA or equivalent preferred.
• Experience in DMSMS, obsolescence management, risk analysis, or component reliability engineering.
• Experience with government standards for DMSMS/obsolescence (EO 14415, SD‑22, SD‑26).
• Experience developing and implementing standardized engineering processes for large teams.

Responsibilities

• Design a standardized, traceable DMSMS escalation process.
• Establish detailed escalation workflows with consistent criteria and council submissions.
• Incorporate EO14415, SD22, SD26 into escalation and surveillance processes.
• Coordinate with engineering, supply chain, quality, operations, and programs to align practices.
• Develop and/or select tools for the DMSMS escalation process.
• Lead development and implementation of DMSMS policies, standards, and processes.
• Assist the Chair of the DMSMS Council in governance and decision-making.
• Communicate and track council decisions within execution teams.
