Job summary

Guidehouse is seeking a Child Care Policy Specialist to join the OCC-focused team in a US remote capacity. You will develop and interpret policy directives, draft regulations, and prepare materials for states, territories, and tribes to improve child care programs.

The role requires strong data analysis, policy-writing, and presentation skills, with experience in policy analysis and collaboration across diverse teams. A Bachelor’s degree is required; Master’s degree preferred.

Qualifications

• Bachelor’s degree in a related field.
• Master’s degree in policy analysis preferred.
• Experience developing and analyzing federal policy or similar.
• Strong writing and research skills.
• Ability to explain policies to varied audiences.
• Experience analyzing legislation, regulations, or policy.

Responsibilities

• Draft regulations and sub-regulatory policy guidance for states, territories, and tribes.
• Draft policy responses to questions from states and grantees.
• Prepare talking points, slides, and presentations for stakeholders.
• Review statutes and pending legislation and provide technical assistance on draft bills.
• Draft Congressional testimony and responses to requests.
• Research and draft legislative proposals reflecting Administration priorities.
• Support subject-matter experts and develop policy expertise.
• Analyze data and prepare summaries, tables, and reports for policymaking.
• Coordinate with other teams on policy issues.
• Review and comment on reports by GAO, OIG, and others.
• Prepare reports for Congress and assist with budget/formulation and grantee reporting.

Bachelor's degree

Master's degree or higher in policy analysis
