Job summary

GovCIO is seeking a remote Business Analyst to support Federal Grants and eRA systems for EPA. The role focuses on defining user roles, documenting as-is/to-be processes, and guiding migrations and improvements within a federal setting.

The ideal candidate has 12+ years of business analysis experience, federal grants knowledge, and a Public Trust clearance. Familiarity with Agile tools and hybrid-remote work is required to collaborate with cross-functional teams.

Qualifications

• Bachelor's degree and 12+ years of business analysis experience.
• Experience supporting eRA or GrantSolutions implementations in a federal agency environment.
• Deep knowledge of federal grant policies, FOAs/NOFOs, and post-award processes.
• Proficiency with Microsoft Office Suite and SharePoint.
• Ability to work independently and in a hybrid-remote environment.
• Must maintain Public Trust clearance.
• Experience with Agile methodologies (Scrum/Kanban) using Jira/Confluence/Azure DevOps.
• Growth mindset to identify friction points and provide solutions.

Responsibilities

• Master all aspects of User Roles and Use Cases for the EPA Next Generation Grant System with focus on grant workstreams.
• Serve as Analyst during deployment, migration, or enhancement of enterprise systems like eRA Commons/modules or GrantSolution.
• Analyze and document as-is and to-be grant lifecycle processes across Pre-Award to Post-Award and Audit.
• Identify regulatory gaps and opportunities for workflow automation; leverage Kaizen artifacts.
• Support Gap Analysis and To-Be State migration from As-Is state.
• Understand client data challenges and communicate issues clearly to team and client.
• Coordinate with the implementation team on testing and clarification activities.
• Support testing activities (UAT, DR exercises).
• Participate in meetings with Customer and Business POCs.
