Job summary

Stellar IT Solution is seeking a Budget Operations and Contract Monitoring Analyst to support the Budget Unit in Raleigh. The role focuses on processing journal vouchers, monitoring contract spend, and ensuring funds align with appropriated and certified budgets across state and federal sources.

The position requires strong attention to detail, experience with budget revisions, and ability to work independently to meet recurring deadlines. Remote work is available for this 12-month assignment.

Qualifications

Experience in budget analysis, accounting, or financial reporting, preferably in a government or healthcare finance setting.
Experience executing against multiple priorities/projects.
Proficient use of project collaboration and tracking tools such as Microsoft Project Suite, MS Teams, Zoom, etc.
Exceptional written and oral communication skills.
Experience monitoring contract spend on multiple contracts.
Prior state government/public sector experience with health and human services programs (such as Medicaid).
Experience with tracking fund utilization across state and federal sources.

Responsibilities

Prepare, review, and process journal vouchers to record expenditures and corrections across funding sources.
Monitor contract spend against budgets and produce reports on utilization, variances, and projected spend.
Track fund utilization across state and federal sources and ensure alignment with appropriated amounts.
Prepare and process budget revisions with documentation and audit trail.
Support reconciliation and respond to questions from program and finance staff on contract and budget matters.
