Qualifications

• Bachelor’s degree required in relevant field and seven+ years in procurement roles.
• At least seven years of progressive procurement, subcontracts, or related experience across funding contexts.
• Experience with FAR, 2 CFR 200 / Uniform Guidance.
• Experience with small business subcontracting requirements and reporting.
• Experience managing staff and guiding procurement teams.

Responsibilities

• Lead pre-award partner and supplier processes including sourcing, market research, solicitations, and evaluations.
• Advise research teams on partnership strategies and engage priority partners.
• Develop procurement and teaming strategies to support competitive proposals.
• Evaluate scopes, budgets, pricing, and contract terms; mitigate risks.
• Oversee procurement actions throughout the award lifecycle and supervise Subawards staff.
• Ensure compliance with federal, state, local, corporate, and philanthropic requirements.
