Job summary

Urban Institute in Washington, DC seeks an Associate Director of Procurement and Partnerships to lead pre-award strategy, market research, and subcontracting across varied funding streams. This role drives supplier and partner engagement, pricing considerations, and compliance with funder requirements.

The role reports to the Director of Subawards, mentoring staff and advancing procurement tools and processes to support research teams from proposal through closeout. Fully remote work is possible.

Qualifications

• Bachelor’s degree in business administration, public administration, public policy, nonprofit management, law, finance, or related field.
• Advanced degree or relevant certification preferred.
• At least seven years of progressive experience in procurement, subcontracts, proposal development, supplier/partner management, or related work.
• Hands-on experience with U.S. federal procurement and 2 CFR 200 / Uniform Guidance.
• Experience with small business subcontracting requirements and reporting.
• Demonstrated experience with managing staff preferred.
• Knowledge of common contract and subcontract instruments; experience with GSA or PSS schedules preferred.
• Ability to apply procurement decision frameworks and partner strategies across contexts.

Responsibilities

• Lead pre-award partner and supplier processes including sourcing, market research, solicitations, and evaluations.
• Advise research teams on partnership strategies and advance engagement with priority partners.
• Develop procurement, subcontracting, and teaming strategies to strengthen proposals and long-term value.
• Negotiate scopes, budgets, pricing, and contract terms; ensure compliance with funder requirements.
• Oversee procurement actions throughout the award lifecycle and supervise Subawards staff as needed.
• Ensure compliance with federal, state, and local requirements including small business and M/WBE plans.
