Job summary

Urban Institute seeks an Associate Director of Procurement and Partnerships to lead pre-award strategy, subcontracting, and partner engagement across Urban’s funding portfolio. You will draft subcontract agreements, negotiate terms, and support researchers in meeting funder obligations.

The role focuses on procurement strategy, supplier relationships, and cross-functional coordination, empowering teams through improved tools and governance. Remote work option is available.

Qualifications

• Bachelor's degree in a related field; advanced degree or certification preferred
• At least seven years of progressive procurement, subcontracting, or related experience across diverse funding environments
• Hands-on experience with U.S. federal procurement and financial assistance requirements (FAR, 2 CFR 200)
• Experience with small business subcontracting requirements and reporting
• Experience leading staff and managing procurement processes across pre-award to closeout

Responsibilities

• Lead pre-award partner and supplier processes (sourcing, market research, RFIs, RFPs)
• Advise on partnership strategies; engage M/WBE and priority partners
• Develop procurement, subcontracting, and teaming strategies to support competitive proposals
• Negotiate scopes, budgets, pricing, and contract terms; mitigate risks
• Oversee procurement actions throughout the award lifecycle; supervise staff as needed
• Ensure compliance with federal/state/local requirements and subcontracting plans
• Strengthen procurement operations through standardized workflows and training
