Job summary

ICF seeks an APD Expert to guide development, review, approval, and management of Advance Planning Documents and related project documentation with federal alignment. You will collaborate with the Children’s Bureau, States, and Tribes to advance technology modernization in child welfare programs.

The role involves evaluating APDs, budgets, procurement documents, and cost analyses to ensure quality and compliance, while providing expert governance and technical assistance across programs.

Qualifications

• Bachelor’s degree in Public Administration, Information Systems, Computer Science, Business Administration, Social Sciences, Human Services, or related field.
• Ten (10)+ years of experience in child welfare, human services, or federally funded technology modernization initiatives.
• Eligibility to obtain and maintain a federal Public Trust clearance.
• Day-to-day work occurs within a federal (ACF) technology environment.

Responsibilities

• Provide expert guidance to States, Tribes, and the Children’s Bureau on APDs and related project documentation.
• Review APDs, budgets, cost allocation plans, project schedules, procurement documents, and analyses for compliance.
• Develop technical guidance, templates, and training materials to improve APD submissions.
• Offer technical assistance on CCWIS, Federal funding, procurement strategies, and governance.
• Conduct technical reviews of child welfare systems and provide written findings and recommendations.
• Prepare executive briefings and analytical reports to support oversight and decision-making.
