Job summary

Charleston County is seeking a Regulatory Manager to oversee HUD planning and reporting, environmental reviews, CAPER preparation, and contract regulatory compliance.

The role requires strong federal grant experience, a related Bachelor's degree, and supervisory abilities. Responsibilities include managing IDIS, coordinating CAPER/AAP submissions, and ensuring regulatory alignment with 2 CFR 200 and other applicable guidelines.

Qualifications

• Minimum of five (5) years of successful experience in federal grant management and regulatory requirements.
• Bachelor's degree in a related field is required.
• Supervisory experience preferred.
• Must possess a valid SC driver's license (or obtain within three months of hire) and meet the County's motor vehicle policy requirements.

Responsibilities

• Lead and direct Regulatory Specialists through selection, orientation, training, performance management, and discipline.
• Manage environmental reviews, regulatory compliance, and related FEMA/lead-based paint requirements.
• Maintain IDIS and coordinate CAPER/AAP reporting to HUD.
• Ensure contracts meet 2 CFR part 200 and other state/federal requirements; perform first-level contract reviews.
• Prepare CAPER and Annual Action Plan with timely HUD submission.
• Engage with the community and oversee regulatory functions.
