About the Role

We are seeking an experienced Field Regulatory & Environmental Compliance Manager to oversee day-to-day regulatory and environmental compliance for the Company’s producing oil and gas assets in Texas.

Direct, hands-on field experience at producing upstream wells and production facilities is required. The successful candidate will regularly visit operating locations, inspect facility conditions, identify compliance concerns, and work directly with field personnel to implement and complete corrective actions.

The ideal candidate has personally handled ongoing Railroad Commission of Texas (RRC) and Texas Commission on Environmental Quality (TCEQ) compliance for a Texas upstream operator. Experience with small- to mid-sized operators and Barnett Shale operations is particularly preferred.

This position combines field execution with regulatory filings, reporting, recordkeeping, and agency coordination. Candidates whose backgrounds are primarily in office-based HSE administration, occupational safety, government relations, environmental assessments, or project permitting must also demonstrate the upstream field experience and operational compliance knowledge required for this role.

The position works closely with Operations, Engineering, Land, field personnel, management, outside consultants, and legal counsel.

Key Responsibilities

  • Inspect facility conditions and equipment, including tanks, compressors, engines, containment areas, and related production equipment, for potential compliance concerns.
  • Identify and document leaks, spills, emissions concerns, waste-handling issues, and other regulatory or environmental deficiencies.
  • Work directly with lease operators, field supervisors, production personnel, and contractors to develop and implement practical corrective actions.
  • Follow up at operating sites as needed to confirm corrective actions are completed and documented.
  • Maintain inspection records, photographs, supporting documentation, and corrective-action logs.
  • Participate in agency inspections and site visits.
  • Provide practical compliance guidance to field personnel.
Operational Regulatory Compliance
  • Manage ongoing RRC compliance for the Company’s Texas wells and production facilities.
  • Prepare, review, and coordinate required filings, reports, renewals, and supporting documentation.
  • Manage applicable well permitting, completion filings, P-5, and inactive-well compliance matters.
  • Maintain a compliance calendar covering reporting deadlines, inspections, responsible parties, and corrective actions.
  • Respond to agency inquiries, inspection findings, notices, and potential violations.
  • Coordinate with Operations and Engineering to ensure filings and records accurately reflect field conditions and activities.
  • Track deficiencies and corrective actions through documented closure.
Environmental Compliance
  • Manage applicable TCEQ air authorizations, reporting, recordkeeping, and operating requirements for production facilities, including compressors and engines.
  • Coordinate emissions inventories, calculations, and supporting documentation with Operations, Engineering, and consultants.
  • Oversee applicable leak detection and repair (LDAR) activities and follow-up repairs.
  • Maintain applicable Spill Prevention, Control, and Countermeasure (SPCC) plans and coordinate related field inspections and records.
  • Coordinate applicable Tier II chemical inventory reporting.
  • Work with operational personnel on spill and leak response, required notifications, cleanup, and corrective actions.
  • Manage applicable waste, water, and remediation compliance matters.
  • Investigate environmental and noise complaints through site visits and coordination with operating personnel.
