Job summary

ONE Gas, Inc. is seeking a Regulatory Compliance Specialist in Overland Park, KS to assist management in assessing compliance with internal policies and pipeline safety regulations. You will facilitate inspections and audits of regulatory programs and coordinate reporting of findings.

The role requires experience with DOT Parts 191 and 192, strong Excel skills, and the ability to communicate complex regulatory requirements clearly to management and field staff. Travel may be required.

Qualifications

• Bachelor's degree preferred or an equivalent combination of education and experience.
• Typically 1.5–2 years of relevant experience; up to 3 years of professional experience.
• Experience with pipeline safety regulations (DOT Parts 191 & 192) and regulatory reporting.
• Experience building databases, reports and queries in Access or similar systems.
• Strong Excel proficiency including pivot tables and advanced functions.
• Excellent written and verbal communication in English.

Responsibilities

• Conduct regulatory inspections, track and trend findings, and coordinate QA audits.
• Review DOT rules and assess compliance of procedures with state, federal, and company requirements.
• Schedule and facilitate inspections; document findings and liaise with inspectors.
• Assist in preparing responses to regulator findings and notices.
• Utilize enterprise applications for reporting, querying, and trend analysis.
• Support mock drills and emergency procedure evaluations.

Job Description

Assist management and stakeholders in assessing the ongoing status of its compliance with internal policies, procedures, and pipeline safety regulatory requirements. Conduct internal reviews of operational compliance activities to provide assurance that all requirements are met. Facilitate inspections/audits of company regulatory programs and practices.

Responsibilities

• Conduct, track, and trend regulatory inspections, and field quality assurance audits on internal and external line locates.
• Review and provide comments as requested regarding pipeline safety rules established by state and federal regulations pertaining to the Department of Transportation (DOT). Review and communicate operational procedures and practices in assessing their compliance with state, federal, and company requirements.
• Schedule, coordinate, and facilitate regulatory compliance inspections; and document /report findings and results. Serve as liaison between company management and the agency inspectors.
• Advise /assist management in preparing for technical compliance audits / inspections.
  • Require utilization of corporate enterprise applications and execution of reporting, trending, and special queries
  • Review and interpretation of paper and electronic records
• Participate and advise management with draft responses to state regulatory agency findings and Notifications of Probable Violations.
• Coordinate and Participate as required in mock drills and evaluate local the effectiveness executing emergency procedures.
• Research, advise, assess, report, and communicate information and recommendations related:
  • Applicable state and federal pipeline safety regulations: DOT Regulations Parts 191 and 192
  • Corporate policies and procedures applicable to state and federal regulations
  • Damage Prevention and Public Awareness Plans
  • Emergency Response Plans
  • Responses to Notices of Probable Violations
  • Compliance Reporting
• Ability to research and provide recommendations on federal, state and company policies and procedures.
• Regular and reliable attendance is required in performance of job.
• Employee may be required to perform additional duties as assigned.

Qualifications

Education Requirements

Bachelor's degree preferred or an equivalent combination of education and additional work experience. Typically, one and a half to two years of relevant experience is equivalent to one year of formal education.

In addition to education, this role typically calls for up to three years of relevant professional experience.

Experience

• Experience in various phases of distribution, underground storage, and/or transmission field and administrative functions.
• Working knowledge of piping standards and design; applicable operations standards; and corrosion control and odorization processes.
• Experience with the application of math and algebraic formulas and statistics.
• Experience in use and function of office equipment including computers and applicable software:
  • Highly competent with Excel and advanced features such as Pivot tables and logical statements
  • Ability to build databases, reports and queries in Access and other similar systems
  • Proficient with applications (GIS, MAXIMO, BANNER)
• Experience identifying, researching, evaluating and prioritizing problems or specific situations and coordinating appropriate action/response.
• Experience reading and interpreting DOT regulations, Parts 191 and 192; Pipeline Safety Rules; Customer Service Field Manual; EPA regulations; and various other technical documents relative to governmental rules and regulations.
• Experience interacting, advising, and communicating effectively.
• Experience developing information and making presentations to groups and individuals.
• Demonstrated ability to read and write fluently in English.

• Mobility to travel in and around plant and office facilities and around job sites out-of-doors.
• Able to operate tools and equipment.
• Able to communicate and exchange information; conduct oral presentations.
• Visual ability sufficient to perform job duties.
