Job summary

ONE Gas is seeking a Regulatory Compliance Specialist in Operations Services to help assess ongoing compliance with internal policies, procedures, and pipeline safety regulations. The role includes facilitating inspections, tracking findings, and advising management on audits and regulatory responses.

The position requires a bachelor’s degree (or equivalent), 1.5–3 years of relevant experience, and strong Excel/Access skills. Travel to sites and coordination with regulators may be involved.

Qualifications

• Bachelor's degree preferred or an equivalent combination of education and additional work experience.
• Typically, one and a half to two years of relevant experience is equivalent to one year of formal education.
• Experience up to three years of relevant professional experience.

Responsibilities

• Conduct, track, and trend regulatory inspections, and field QA audits on internal and external line locates.
• Review and interpret DOT pipeline safety rules and related procedures for compliance with state/federal/company requirements.
• Schedule, coordinate, and document regulatory inspections; act as liaison with agency inspectors.
• Advise management in preparing for technical compliance audits/inspections.
• Utilize corporate applications for reporting, trending, and queries; review records.
• Prepare responses to state regulatory findings and Notices of Probable Violations.
• Participate in mock drills and evaluate the effectiveness of emergency procedures.
• Research applicable state/federal regulations and company policies; communicate recommendations.

Job Description

Assist management and stakeholders in assessing the ongoing status of its compliance with internal policies, procedures, and pipeline safety regulatory requirements. Conduct internal reviews of operational compliance activities to provide assurance that all requirements are met. Facilitate inspections/audits of company regulatory programs and practices.

Responsibilities

• Conduct, track, and trend regulatory inspections, and field quality assurance audits on internal and external line locates.
• Review and provide comments as requested regarding pipeline safety rules established by state and federal regulations pertaining to the Department of Transportation (DOT). Review and communicate operational procedures and practices in assessing their compliance with state, federal, and company requirements.
• Schedule, coordinate, and facilitate regulatory compliance inspections; and document /report findings and results. Serve as liaison between company management and the agency inspectors.
• Advise /assist management in preparing for technical compliance audits / inspections.
  • Require utilization of corporate enterprise applications and execution of reporting, trending, and special queries
  • Review and interpretation of paper and electronic records
• Participate and advise management with draft responses to state regulatory agency findings and Notifications of Probable Violations.
• Coordinate and Participate as required in mock drills and evaluate local the effectiveness executing emergency procedures.
• Research, advise, assess, report, and communicate information and recommendations related:
  • Applicable state and federal pipeline safety regulations: DOT Regulations Parts 191 and 192
  • Corporate policies and procedures applicable to state and federal regulations
  • Damage Prevention and Public Awareness Plans
  • Emergency Response Plans
  • Responses to Notices of Probable Violations
  • Compliance Reporting
• Ability to research and provide recommendations on federal, state and company policies and procedures.
• Regular and reliable attendance is required in performance of job.
• Employee may be required to perform additional duties as assigned.

Qualifications

Education Requirements

Bachelor's degree preferred or an equivalent combination of education and additional work experience. Typically, one and a half to two years of relevant experience is equivalent to one year of formal education.

In addition to education, this role typically calls for up to three years of relevant professional experience.

Experience

• Experience in various phases of distribution, underground storage, and/or transmission field and administrative functions.
• Working knowledge of piping standards and design; applicable operations standards; and corrosion control and odorization processes.
• Experience with the application of math and algebraic formulas and statistics.
• Experience in use and function of office equipment including computers and applicable software:
  • Highly competent with Excel and advanced features such as Pivot tables and logical statements
  • Ability to build databases, reports and queries in Access and other similar systems
  • Proficient with applications (GIS, MAXIMO, BANNER)
• Experience identifying, researching, evaluating and prioritizing problems or specific situations and coordinating appropriate action/response.
• Experience reading and interpreting DOT regulations, Parts 191 and 192; Pipeline Safety Rules; Customer Service Field Manual; EPA regulations; and various other technical documents relative to governmental rules and regulations.
• Experience interacting, advising, and communicating effectively.
• Experience developing information and making presentations to groups and individuals.
• Demonstrated ability to read and write fluently in English.

• Mobility to travel in and around plant and office facilities and around job sites out-of-doors.
• Able to operate tools and equipment.
• Able to communicate and exchange information; conduct oral presentations.
• Visual ability sufficient to perform job duties.
