Job summary

ITC Holdings Corp. in Topeka, Kansas is seeking a Senior RTO Policy Analyst to analyze and advocate on transmission policy topics for the company.

The role includes independent analysis, reporting to leadership and collaboration with Regulatory Strategy, Tariff Pricing, Rates, FERC Policy and Legal teams. The ideal candidate has 5+ years in regulatory analysis within the energy sector, strong communication skills and ability to travel up to 25%.

Qualifications

• Bachelor’s degree or relevant, equivalent experience and/or education.
• Minimum of five (5) years of experience as a Regulatory Analyst or similar responsibility; energy utility regulatory experience preferred or a graduate degree in Public Policy.
• Experience with Tariffs, business practices manuals and policies of the Southwest Power Pool, Inc. RTO and/or experience with FERC is preferred but not required.
• Ability to understand and interpret effects of RTO Tariffs, business practice manuals and related policies on the Company.
• Excellent verbal and written communications, including the ability to synthesize and convey complex information clearly.
• Advocacy skills to elicit support from internal and external subject matter experts on transmission policy issues.
• Political sensitivity and interpersonal skills to navigate complex RTO stakeholder processes.
• Collaboration and coalition-building, with the ability to advocate for the Company.
• Logical problem-solving and the ability to research issues and analyze information.
• Ability to work on multiple projects with autonomy and meet deadlines.
• Willingness to travel up to 25%.
• Position located in Topeka, Kansas (preferred) or All ITC Office Locations.

JOB DESCRIPTION

Provides analysis of electric transmission policy topics including planning, cost allocation, system operations, reliability, resource adequacy and other issues within the Southwest Power Pool, and also other Regional Transmission Organizations (RTOs) of interest to the Company. Researches, analyzes, interprets and distributes information on RTO-related transmission policy matters. Senior RTO Policy Analyst assumes an increasing amount of independence and personal responsibility for meeting the Company’s strategic goals and business plan objectives, including ownership of discrete RTO or other regulatory issues and/or processes and increased engagement in written and verbal advocacy at the direction of the Manager of RTO Regulatory Strategy (SPP) (“Manager”). Monitors, and/or represents the company at the direction of the Manager at RTO stakeholder committee and task force processes and other stakeholder and industry events. Participates in internal and external collaboration, coordination and information dissemination efforts, with greater emphasis on independent verbal and written advocacy.

REQUIREMENTS

• Bachelor’s degree or relevant, equivalent experience and/or education.
• Minimum of five (5) years of experience as a Regulatory Analyst or similar responsibility required, with energy utility regulatory experience preferred; with energy utility regulatory experience preferred; or a graduate degree in Public Policy.
• Experience with the Tariffs, business practices manuals and policies of the Southwest Power Pool, Inc. RTO and/or experience with the Federal Energy Regulatory Commission is also preferred but not required.
• Ability to understand and interpret the effects of RTO Tariffs, business practice manuals and related policies on the Company.
• Excellent verbal and written communications skills, including the ability to synthesize and convey complex and/or technical information clearly, concisely and effectively.
• Excellent verbal and written advocacy skills required to elicit the support of internal and external subject matter experts on transmission policy issues.
• Political sensitivity and related interpersonal skills necessary to successfully navigate complex RTO stakeholder committee and taskforce processes.
• Emphasis on collaboration and coalition-building, with the ability to effectively and respectfully advocate on behalf of the Company.
• Logical problem-solving skills and the ability to thoroughly research issues and analyze various types of information.
• Ability to effectively work as part of internal and external teams, with an increased emphasis on developing leadership qualities and skills.
• Advanced knowledge of Microsoft Word, Excel, Outlook and PowerPoint.
• Capable of working on multiple projects and tasks and completing the necessary work to meet time deadlines with increased amount of autonomy and self-direction.
• Ability to travel for Company business, including overnight stays, up to 25% of the time.
• Position is located in Topeka, Kansas (preferred) or All ITC Office Locations.
