Job summary

ITC Holdings Corp. seeks a Senior RTO Policy Analyst to analyze transmission policy topics across RTOs including SPP and others, driving advocacy and strategic alignment with the Manager of RTO Regulatory Strategy. The role requires collaboration with Regulatory Strategy, Rates, Federal Affairs and Legal groups.

The position emphasizes independent written and verbal advocacy, policy interpretation, and cross-department coordination. located in Topeka, KS or other ITC locations.

Qualifications

• Bachelor's degree or equivalent experience.
• Minimum of five years in regulatory analysis or similar responsibility.
• Energy-utility regulatory experience preferred; graduate degree in Public Policy a plus.
• Ability to interpret RTO tariffs, manuals and related policies.

Responsibilities

• Researches and reports on RTO-related transmission policy issues to support management requests.
• Represents the Company in RTO stakeholder committees and task forces; coordinates with Regulatory Strategy, Rates, Federal Affairs and/or Legal groups.
• Provides regulatory business analysis by interfacing with Company departments to summarize and clarify policy issues.
• Supports advocacy efforts by interacting with company personnel, regulators, RTO stakeholders and customers with increasing autonomy.
• Participates in stakeholder processes to identify impacts on the Company and to advocate for strategic goals.

JOB DESCRIPTION

Provides analysis of electric transmission policy topics including planning, cost allocation, system operations, reliability, resource adequacy and other issues within the Southwest Power Pool, and also other Regional Transmission Organizations (RTOs) of interest to the Company. Researches, analyzes, interprets and distributes information on RTO-related transmission policy matters. Senior RTO Policy Analyst assumes an increasing amount of independence and personal responsibility for meeting the Company's strategic goals and business plan objectives, including ownership of discrete RTO or other regulatory issues and/or processes and increased engagement in written and verbal advocacy at the direction of the Manager of RTO Regulatory Strategy (SPP) ("Manager"). Monitors, and/or represents the company at the direction of the Manager at RTO stakeholder committee and task force processes and other stakeholder and industry events. Participates in internal and external collaboration, coordination and information dissemination efforts, with greater emphasis on independent verbal and written advocacy.

REQUIREMENTS

• Bachelor's degree or relevant, equivalent experience and/or education.
• Minimum of five (5) years of experience as a Regulatory Analyst or similar responsibility required, with energy utility regulatory experience preferred; with energy utility regulatory experience preferred; or a graduate degree in Public Policy.
• Experience with the Tariffs, business practices manuals and policies of the Southwest Power Pool, Inc. RTO and/or experience with the Federal Energy Regulatory Commission is also preferred but not required.
• Ability to understand and interpret the effects of RTO Tariffs, business practice manuals and related policies on the Company.
• Excellent verbal and written communications skills, including the ability to synthesize and convey complex and/or technical information clearly, concisely and effectively.
• Excellent verbal and written advocacy skills required to elicit the support of internal and external subject matter experts on transmission policy issues.
• Political sensitivity and related interpersonal skills necessary to successfully navigate complex RTO stakeholder committee and taskforce processes.
• Emphasis on collaboration and coalition-building, with the ability to effectively and respectfully advocate on behalf of the Company.
• Logical problem-solving skills and the ability to thoroughly research issues and analyze various types of information.
• Ability to effectively work as part of internal and external teams, with an increased emphasis on developing leadership qualities and skills.
• Advanced knowledge of Microsoft Word, Excel, Outlook and PowerPoint.
• Capable of working on multiple projects and tasks and completing the necessary work to meet time deadlines with increased amount of autonomy and self-direction.
• Ability to travel for Company business, including overnight stays, up to 25% of the time.
• Position is located in Topeka, Kansas (preferred) or All ITC Office Locations.
