Join to apply for the Regulatory Analyst role at Virginia Department of Environmental Quality.

The Department of Environmental Quality (DEQ) Policy Division is seeking an experienced applicant to coordinate, and sometimes lead, the development, maintenance, and implementation of regulatory actions, guidance, policies, studies and reports for DEQ’s Water Division. Primary objectives include ensuring DEQ staff follow proper procedures and processes to develop and implement regulatory actions and guidance; that state environmental programs for water permitting and resource planning meet federal and state statutory and regulatory requirements; and that these actions are consistent, certain, and timely.

The position coordinates with the Office of Regulatory Management and other external stakeholders as needed, assists with public hearings, stakeholder advisory groups—such as regulatory advisory panels and technical advisory committees—and prepares materials for DEQ leadership and the State Water Control Board.

Hiring Range

$57,773 – $82,042 (Full Time)

Responsibilities

This position is primarily responsible for coordinating regulatory actions and guidance review and development. Additional responsibilities include:

  • Developing and managing supporting documentation
  • Reviewing existing regulations and guidance
  • Appraising DEQ leadership on projects and activities
  • Providing consulting and liaison services
  • Managing documents and data to support regulatory actions, guidance, studies and reports
Qualifications
  • Demonstrated knowledge of policy analysis techniques, legislative practices, research and evaluation techniques, and organizational components and services.
  • Demonstrated knowledge of environmental programs, permits, laws, and regulations; proficiency with project management and personal computer operations (word processing, spreadsheets, database management).
  • Ability to conduct and report analyses; conduct independent research; analyze, interpret, and apply regulations, procedures, legislative proposals and mandates; communicate effectively verbally and in writing (including presentations and meeting management); draft legislation, regulations, plans, program documents or other professional/technical writing; and serve as liaison to diverse groups of people.
  • Familiarity with Virginia’s Standard Regulatory Process and ability to analyze and provide corrections to technical documents to meet the current Style Guide recommendations of the Office of Regulatory Management.
  • Combination of education and/or training with major coursework in public administration, law, environmental policy management, or environmental science.
  • Experience in project management and translating statutory and policy requirements into operational programs; familiarity with operating within the Virginia Town Hall website and ability to modify website content.
