Job summary

Eastern New Mexico University seeks an experienced Registrar to lead Admissions and Records at the Roswell campus. You will oversee operations, budgets, and reporting for Student Affairs, ensuring compliance with Title IV, FERPA, IPRA, and related regulations.

The role also manages Banner and ancillary systems while ensuring accurate data for institutional reporting. You will supervise staff, coordinate with Financial Aid, and support institutional governance through committees and catalog

Qualifications

  • Bachelor's degree required.
  • Five years of related experience and/or training, two years in administrative and supervisory roles in postsecondary student services.
  • Broad experience across registration, enrollment management, admissions, financial services, recruitment and dual credit.

Responsibilities

Position Overview

The following is intended to describe the general nature and level of work being performed. This list of duties is illustrative only, and is not a comprehensive listing of all the functions and responsibilities performed.

Position Summary

The Registrar is responsible for the overall leadership, supervision, and administration of Admissions and Records within Student Affairs. This position oversees departmental operations, manages departmental budgets, ensures compliance with state, federal, and institutional reporting requirements related to Student Affairs, and provides functional administration and oversight of information systems, including Banner, utilized within assigned areas. This position reports to the Assistant Vice President of Student Affairs.

Duties and Responsibilities
  • Oversees all aspects of Admissions and Records operations, including supervisory support for personnel management functions such as interviewing, hiring, training, planning and assigning work, conducting performance evaluations, recognizing and disciplining employees, addressing complaints, and resolving personnel‑related issues.
  • Conducts performance evaluations for the Admissions and Records Operations Managers and Student Services Software Coordinator.
  • Collaborates with the Director of Financial Aid to ensure compliance with federal regulatory requirements related to Title IV, including the coordination and completion of Gainful Employment Reporting and Disclosures, National Student Clearinghouse reporting, National Student Loan Data System (NSLDS) reporting, and Clery Act reporting requirements.
  • Serves as the campus Federal Compliance Officer, overseeing institutional Title IV reporting requirements and Consumer Information compliance.
  • Serves as the institutional Custodian of Records, managing the acknowledgment and response process for student information requests and Inspection of Public Records Act (IPRA) requests; maintains documentation of records and ensures institutional compliance with FERPA regulations.
  • Responds to institutional, state, and federal reporting requirements related to student and course records, including both internal and external data requests.
  • Supports the Institutional Research Office with the validation and accuracy review of data required for institutional reporting submissions, including Integrated Postsecondary Education Data System (IPEDS) and Higher Education Department (HED) reporting requirements.
  • Responds to additional institutional reporting requests as assigned by the President, Vice President for Academic and Student Affairs, and/or Assistant Vice President of Student Affairs.
  • Ensures the review, approval, submission, and implementation of all authorized administrative changes and updates to the College Catalog and online class pre‑schedules.
  • Serves as a data custodian for the Roswell Campus Banner Student Module; participates in scheduled ENMU System Information Exchange Council meetings hosted by ENMU‑Portales.
  • Oversees and/or performs the implementation and maintenance of additional system functionality, including Banner Workflow, BDM Imaging, Argos, BCM, Coursedog Catalog, and Element451.
  • Serves as an advisory member of Selective Entry Committees for institutional health programs, including Nursing, Occupational Therapy Assistant (OTA), Respiratory Therapy, and Paramedic programs.
  • Serves as Chair of the Academic Standards Committee.
  • Serves as a voting member of the Curriculum & Instructional Council; attends meetings, provides recommendations in support of Student Services and Admissions and Records initiatives, advances institutional goals, and ensures timely updates to Banner, DegreeWorks, and the Academic Catalog.
  • Serves as a member of the Catalog Committee to support the timely review, revision, and annual publication of the Academic Catalog.
  • Serves as a voting member of the Fees Committee and ensures timely updates in the catalog.
  • Ensures regulatory compliance with Veterans Administration requirements related to documentation, certification, and processing of student records for VA eligibility.
  • Serves as the campus Principal Designated School Official (PDSO), ensuring compliance with all SEVIS and immigration documentation and processing requirements related to international students.
  • Oversees the maintenance of the Admissions and Records Policy and Procedures Manual.
  • Reviews and maintains required Consumer Information disclosures for Admissions and Records and Enrollment Management, collaborating with Institutional Research, Financial Aid, and Campus Security.
  • Oversees graduation processes and commencement ceremonies.
  • Serves as the Campus Administrator for the DegreeWorks degree evaluation system.
  • Collaborates with the Director of Enrollment Services as System Administrator for Element451 CRM software, supporting recruitment, admissions, enrollment tracking, communications, advising, alumni engagement, and related functions.
  • Collaborates with the Director of Financial Aid as System Administrator for SmarterSelect software, supporting Academic Appeals, Financial Aid Appeals, and Scholarship Application processes.
  • Serves as the Student Affairs liaison between ENMU‑R and the New Mexico Youth Challenge Academy.
  • Oversees departmental budgets for Admissions and Records, Commencement, and VA Administrative Relief Fund (ARF) accounts.
  • Processes admissions and registration for special cohorts and populations, including the New Mexico Youth Challenge Academy, Dual Credit, Concurrent Enrollment, Nursing, Occupational Therapy Assistant, Respiratory Therapy, Paramedic, and Department of Corrections programs.
  • Responsible for Beginning‑of‑Term processing, including roll term, classes, refund dates, and parts of term, as well as End‑of‑Term processing, including roll grades, GPAs, academic standing, and academic honors.
  • Performs other duties as assigned.
Requirements
  • Bachelor's degree.
  • Five years of related experience and/or training, two years must be in administrative and supervisory experience in postsecondary student services.
  • Must have a broad range of experience in all facets of student services including, registration, enrollment management, admissions, financial services, recruitment and dual credit.
Knowledge, Skills and Abilities
  • Experience supervising office operations within a higher education environment, with demonstrated knowledge of applicable state and federal regulations, compliance requirements, and reporting obligations.
  • Strong analytical skills, including data collection, analysis, assessment, evaluation, and evidence‑based planning and decision‑making.
  • Excellent oral, written, and interpersonal communication skills, with demonstrated experience utilizing integrated data systems.
  • Knowledge and experience with federal compliance regulations and requirements related to higher education operations.
Working Conditions
  • This position is primarily sedentary in nature and may occasionally require exerting up to 25 pounds of force to lift, carry, push, pull, or otherwise move objects. The employee may also be required to exert minimal force frequently or continuously during routine job duties.
  • While performing the essential functions of this position, the employee is regularly required to use their hands to handle, grasp, feel, and manipulate objects; reach with their hands and arms; and communicate effectively through speaking and hearing. The employee frequently engages in activities such as standing, walking, sitting, and reaching.
  • The employee may occasionally be required to stoop, kneel, crouch, or crawl. The position requires the ability to occasionally lift and/or move items weighing up to 40 pounds.
  • Specific vision requirements include the ability to perform tasks requiring close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
