Job summary

Wagman is seeking a Regional Safety Manager to lead EHS programs across our heavy civil projects in the Richmond area. You will administer safety plans, enforce regulatory compliance, and drive life-saving safety initiatives on multiple sites.

The role requires a strong safety background in heavy civil construction, a valid driver's license, and bilingual Spanish/English abilities. We offer comprehensive benefits and a values-driven work environment.

Qualifications

  • 5 years of construction experience preferred (Heavy Highway, Civil, or Geotechnical a plus).
  • OSHA 30 or OSHA 10 trainer certification preferred; valid driver’s license and clean driving record.
  • High School graduate or equivalent required; BS in Occupational Safety Management preferred or equivalent training.

Responsibilities

  • Administer EHS Program and ensure compliance with Wagman policies and procedures.
  • Oversee OSHA/MOSH/VOSH compliance and SIF prevention initiatives.
  • Develop and implement project-specific orientation programs and site safety plans.
  • Lead weekly safety meetings with project teams and assist with PPE and safety supplies.

Job: Regional Safety Manager

Location: Richmond, VA

Pay Range: 90k – 110k (Based on experience)

We are currently seeking a Regional Safety Manager to join our Wagman Heavy Civil Team.

Wagman is a fourth generation, family-owned company with offices in Pennsylvania and Virginia and is headquartered in York, PA. Founded in 1902, Wagman is a nationally recognized leader in the industry. We are multi-faceted construction firm with major operations in heavy civil, general construction and geotechnical construction services. Core competencies include design-build, infrastructure, marine construction, modified concrete, grooving and grinding, and geotechnical construction services.

This is a safety sensitive position requiring work on construction sites with various safety hazards inherent in heavy construction.

This position is subject to drug testing and compliance policies associated with our status as a Federal Contractor.

Travel Requirement: Open to travel throughout VA to job sites.

Skills And Qualifications
  • CHST, STS designations are preferred
  • OSHA 30 or OSHA 10 trainer certification
  • Valid Driver’s license and clean driving record.
  • Fall Protection trainer experience
  • CPR / FA Instructor preferred
  • Bi-lingual (Spanish / English)
Experience
  • Five (5) years of construction experience preferred. Experience in Heavy Highway, Civil, or Geotechnical a plus
Education
  • Required: High School graduate or equivalent required. BS in Occupational Safety Management preferred, or equivalent technical training and experience.
Essential Functions
  • Administer EHS Program
  • Compliance with Wagman policies, programs and procedures
  • OSHA/MOSH/VOSH Compliance
  • SIF Prevention and Life Saving Commitments
  • Assist with development and implementation of PSSP and kickoff meeting.
  • Develop and implement project specific orientation program (video, documentation, stickers).
  • Project emergency planning and establish relationship with clinic.
  • Hold weekly meeting and SIF planning with project teams.
  • Assist with work plans and AHAs.
  • Assist with PPE and safety supplies.
Inspecting/Auditing
  • Complete project inspections and audits in OnBase (SIF and Quarterly Audits).
  • Assist with regulatory inspections and act as liaison with regulatory agencies.
  • Audit projects to ensure safety activity completion: PSSP, orientation, required training, huddles, buddy program, TBTs, weekly inspections, work plans, AHAs, 90-day reviews, good catch/near miss, heavy equipment operator program, power tool certification.
Training/Coaching
  • Company and OSHA required training: aerial lift, forklift, fall protection excavation/trenching, PRB, respirator, lead, etc.
  • Coach project teams on company safety policies, programs and processes; hazard anticipation, recognition, and control.
Incident Management
  • Manage incidents and ensure company processes are followed - complete OnBase Initial Notification of Incident.
  • Assist with incident investigation and ensure completion of form in OnBase (including photos, witness statements, etc.) and complete the bottom portion of the OnBase form.
  • Facilitate project team meeting for any SIF potential incidents and assist with development of Lessons Learned Bulletins.
  • Ensure proper care for injuries/illnesses in accordance with company processes (Telemed, clinics, ER, etc.) Serve as liaison between injured team member, corporate, and WC team (check in with injured team member, facilitate light duty and RTW with project supervision).
Measure
  • Measure effectiveness of programs/processes at the project level (orientation, training, HEO, GC/NM, SIF planning, work plans, AHAs, huddles, weekly inspections, incident trends).
Physical Requirements
  • Able to lift up to 30 pounds from ground level to waist level.
  • Able to bend, squat and kneel occasionally throughout a scheduled work shift.
  • Able to climb ladders, if required.
  • Continuous standing and walking required while outside.
  • Able to perform simple grasping and fine manipulation tasks with both hands.
  • Working outdoors in wet, muddy, cold, hot, and humid weather, may occur during site visits.
  • Acceptable corrected vision (in both eyes) and acceptable corrected hearing required.
