Job summary

The Salvation Army Southern California seeks a Regional Property Manager to oversee Silvercrest Residences across multiple states, including CA, NV, and HI. You will supervise Property Managers, ensure HUD compliance, manage budgets, and lead staff training.

The role requires extensive HUD knowledge, strong leadership, and willingness to travel frequently for inspections and oversight. This exempt, full-time position offers growth within the Silvercrest department.

Qualifications

• Ten years of property management experience, with five years as a supervisor over HUD-subsidized properties.
• Proven ability to resolve personnel and resident conflicts fairly.
• Extensive knowledge of HUD programs, Section 8/PRAC; LIHTC experience helpful.
• Experience managing expenses and budgets with basic accounting.
• Knowledge of Fair Housing Regulations/504 compliance and landlord-tenant laws; enforce fair housing and mediation.
• Knowledge of preventive and ongoing maintenance.
• Willingness and availability to travel by car or plane as needed, including multiple night stays out of town; valid driver's license.

Responsibilities

• Hire, train, supervise, develop, and terminate on-site personnel per policy.
• Coordinate 504 compliance and fair housing grievance resolution; annual training.
• Establish systems for communication among Property Managers and HQ.
• Address staff and resident grievances; assist with evictions/lease issues.
• Review occupancy to minimize vacancies; develop marketing plans.
• Monitor HUD compliance and respond to inspections; coordinate with HUD/Contract Administrators.
• Review audits of administrative, accounting, and maintenance areas.
• Inspect properties for HQ standards; supervise maintenance and housekeeping.
• Prepare annual operating and capital budgets; monitor performance.
• Lead staff meetings and TSA trainings; mentor site staff.
• Ensure Protecting the Mission policy compliance; elder care reporting.
• Coordinate with local Salvation Army corps and program staff.
• Prepare required reports in timely fashion.
• Perform other duties as assigned.
