Job summary

Health & Human Services Commission in San Antonio (Region 8 Administration) seeks a Regional Financial Services Manager to lead budgeting, financial reporting, and cost pool management. You will supervise regional staff, coordinate CAPPS Financials and TXSmartBuy processes, and ensure compliance with agency budget instructions.

The role requires strong accounting knowledge, experience with CAPPS Financials/USAS/CAPPS HCM, and the ability to develop monthly projections and ad-hoc reports.

Qualifications

• High school diploma or GED is required.
• Bachelor's degree in accounting, finance, business administration, economics or related field preferred.
• Experience using accounting principles and practices.
• Experience with Microsoft Office Suite.
• Experience gathering, analyzing, presenting data and producing reports.
• Experience developing financial policies and procedures.
• Experience using automated financial systems.
• Experience making budget projections and analyzing financial data.
• Experience supervising or managing staff.

Responsibilities

• Oversee regional management of Financial Services and budgets.
• Develop and load monthly operating budgets including staffing and overhead.
• Manage accounts payable/receivable and coordinate payments with vendors.
• Prepare and publish monthly ad-hoc budget and statistical reports.
• Supervise regional financial staff and provide budget liaison services.
• Ensure compliance with agency budget instructions and staff ceilings.
