Recycling Supervisor

Required Qualifications

Per Civil Service Standards and Specifications. Must be physically able to perform heavy physical labor and wear safety gear and apparel; examples are pulling, pushing, filling, and lifting trash bins, recycling containers and pallets. Must have the ability to operate various types of heavy equipment; such as pallet jacks, fork-lifts, hi-lo forklifts, skid steers, bucket loaders, down stroke vertical balers, rear load packers and box trucks with lift gates, to collect material.Must have, keep and maintain the appropriate valid Class B NYS Commercial Driver’s License (CDL) with Air Brakes. In addition, must participate in the Omnibus Transportation Employee Testing Act (drug and alcohol testing) as required; have a motor vehicle record which is free from major violations or a pattern of repeat violations. (***Out-of-State Applicants, see "Special Notes"). Appointment will be contingent upon proof of identity and eligibility for employment and successful completion of pre‑employment testing for controlled substance use as mandated by the Federal Highway Administration Omnibus Transportation Act of 1991. In addition, applicantsmust demonstrate supervisory skills; have worked in the recycling field for atleast one year; be able to develop instructional materials and programs; and provide on‑the‑jobinstruction or one year of permanent noncompetitive services as a Recycling Specialist.

Preferred Qualifications

Associate’s or Bachelor’s degree. Previous experience handling recyclables. Knowledge of Microsoft Office and be able to utilize software in order to provide statistics.

Brief Descriptions of Duties

The Recycling Supervisor’s duties include but are not limited to: collect and transport paper, bottles and cans, and pallets from Campus buildings and other areas as deemed necessary by the Recycling Manager and/or Director. These recyclables shall be serviced once to twice a week or more frequently as deemed necessary by Manager and/or Director. As appropriate, sort, shred and bale paper and cardboard. Recyclable paper shall be sorted and contaminants removed. Must service loading docks and enclosures to be free and clear of trash, debris, metal, and furniture as necessary. Must have ability to use a computer and maintain records of recycling and waste tonnages. Must maintain work order flow and document within INFOR management system accordingly. Sort, shred and bale paper and cardboard. Recyclable paper shall be sorted and contaminants removed. Collect pallets and load into trailer. Off-spec pallets to be deposited at Lot 40 (AKA South P) Materials Recycling and Handling Area. Collect pallets and load into trailer and/or deposit at designated woody debris enclosure. Perform special recycling pickup service (i.e move ins/move outs). Collect bottles and cans on campus and remove contaminants. Containers shall be cleaned and sanitized and return back to service. Supervise and maintain the removal of receptacles from buildings and replacement of these receptacles. Communicate and interact with various building managers, custodial supervisors, facilities managers and administration. Respond to customer requests and issues of contamination. Maintain daily log of where contamination issues arise and report findings regularly to Manager and/or Director and follow up accordingly. Weigh all materials, record and provide statistics on volumes/tonnages of recycling/waste programs to the manager, and support compliance with state and federal reporting requirements. Record participation levels by bin location and submit to immediate supervisor. Records shall be organized and accurate, and submitted in a timely manner. Help supervise and maintain Lot 40 Materials Recycling and Handling Area and truck scale. Keep the Supervisor and Manager well informed of any transgressions (Such as pilfering, illegal dumping, vandalism, and contamination, etc.) in the SP MRHA locations. Keep woody debris area clean of contamination. Keep the roll‑off(s) area free of miscellaneous metal and debris. Help maintain University Truck Scale records and keep scale free of debris and keep scale booth clean for all users. Maintain scale kiosk supplies and provide Manager and/or Director the records at minimum, on a weekly basis. Perform inspections of staff doing routes and recording service of bins. Help assess results, make applicable recommendations and/or supervision. Supervise/maintain efficient collection of recyclables, assisting the manager with streamlining routes and ensuring effective staff allocation. Help to supervise/maintain recycling and/or reuse of electronics and reusables. Help maintain INFOR work orders for the Department and support Manager and/or Director by completing work orders in a timely fashion. Respond to and/or initiate work orders, and establish status, and complete out work orders. Keep track of hours worked specifically for each task(s). Supervise and maintain the pickup and handling of bottles and cans and pallets, metal, debris, and reusables, from Campus buildings, Hospital/HSC, off‑site buildings, and other areas as deemed necessary by Manager and/ or Director. These items shall be serviced once to twice a week or more frequently as deemed necessary by Manager and/or Director. Fill out time sheets for staff. Fill out and conduct annual evaluations with all staff with assistance from Manager and/or Director. Performs special projects and other tasks as required by the nature of the operation. Assist with Department clean ups and move outs. Provide bins for waste removal and recycling. Assist Manager and/or Director with record keeping and timely service. Assist Manager and/or Director with performing time and bin usage studies of operations. Perform regular surveys of all recycling and solid waste infrastructure (quality control) and document and report to Manager and/or Director findings. Follow up to address poor quality equipment and document replacement with associated replacement and/or repairs as appropriate. Maintain records accordingly. Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes

This is a full‑time position, 40 hours per week, Monday through Friday, 6:00 a.m. to 2:30 p.m. FLSA Nonexempt position, eligible for the overtime provisions of the FLSA. Internal and external search to occur simultaneously. Mandatory rehire roster candidates have preference. SG 10 Hiring Rate $45,081 per year. This position includes location pay of $4,000 per year.
