Job Description
Job Location: This position requires travel throughout Dauphin County and surrounding areas.
Job Assignment: Recruitment Specialist will use their home as the home‑base and travel frequently throughout assigned counties.
Organizational Relationship: The Recruitment Specialist reports directly to the Migrant Education Team Leader or, in their absence, the Site Manager for Migrant Education.
Job Definition: The Recruitment Specialist is responsible for identifying and enrolling individuals and families that qualify for the Migrant Education Program (relevant training will be provided). This includes representing the Migrant Education Program to agribusinesses, school districts, and the community at large. This person will also coordinate with other team members to ensure data accuracy and continuous service delivery.
Essential Duties and Responsibilities
- Visit farms, agribusinesses, schools, and community agencies to establish relationships and enroll qualifying students.
- Refer students and/or families to relevant service agencies and act as an advocate for migrant families.
- Conduct family interviews and complete questionnaires to determine eligibility.
- Obtain school and employment verification and related documents.
- Complete the Certificate of Eligibility (COE) form on the tablet computer for eligible children and out‑of‑school youth.
- Collaborate with Data Specialist to ensure secure and accurate data submission and maintenance.
- Complete weekly/monthly and annual reports on recruitment activities, student needs, and service delivery.
- Aid information sharing across team and community partners (school districts, agencies, etc.) to facilitate holistic and timely service delivery.
- Translate/interpret across team and contexts as needed.
- Use internal technologies and develop strategies to assist with the identification and enrollment of migrant families.
- Provide educational services, including in‑home lessons to out‑of‑school youth and some school‑aged children.
- Must be available to work outside traditional office hours, as appropriate, in accordance with the needs of migrant students and families.
Non‑essential Duties and Responsibilities
- Perform other job‑related duties as requested by the Site Manager for Migrant Education or designee.
Education, Experience and Skills Required
- High School Diploma/General Education Diploma (GED) required; associate’s degree or higher preferred.
- Two (2) years of experience in recruitment, outreach, marketing, sales, or working with migrant education in a similar role preferred.
- Bilingual/bi‑literate in Spanish and English; additional language ability in Spanish or Nepali is a preference.
- Clear verbal and written communication skills required.
- Ability to establish and maintain relationships with people from diverse professional, religious, national and racial/ethnic backgrounds.
- Experience interviewing and/or administering questionnaires.
- Basic tech capability (Outlook, Google Suite, etc.).
- Proficient with virtual meeting platforms such as Skype, Zoom and Microsoft Teams.
- Ability to develop and maintain positive collaborative relationships using tact and diplomacy and remain calm in unpredictable situations.
- Effective communication and teamwork abilities with colleagues, community agency personnel and students/trainees.
Additional Eligibility Requirements
- Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry), and Act 114‑FBI Fingerprint clearances are required and must be renewed at appropriate intervals pursuant to Act 153 of 2014.
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
Professional Development Requirements
- Attend all required local and State‑level meetings, trainings, and workshops to maintain accurate and current knowledge and skill sets related to Migrant Education.
- Participate in self‑selected conferences and trainings to maintain and enhance skills necessary to perform job duties.
- Attend relevant conferences, trainings, and in‑services as recommended by the immediate supervisor or designee.
Physical Requirements
- Sedentary: Able to sit for extended periods, occasional walking and standing as necessary; lift and carry up to 25 pounds.
- Dexterity: Finger movements (computer keyboard, calculator), eye‑hand coordination (office equipment, etc.).
- Audio‑Visual: Within normal range with or without correction.
- Ability to move throughout all buildings, floors, and grounds.
- Worksite environment: Primarily indoor‑office setting with occasional exposure to outdoor elements/climate during the day.
- Mental demands: Steady response to unpredictable situations, remain calm and productive during stressful situations; demonstrates independent judgment, discretion and ability to manage multiple projects and deadlines.
- Travel: Ability to travel to various work site locations and meetings as needed; applicant must have reliable transportation and be reimbursed for travel expenses at the CSIU approved mileage rate.
Time and Site Requirements
- Part‑time, non‑exempt; not to exceed 29 hours per week or, in combination with any additional CSIU part‑time positions, without pre‑approval.
- Attendance at work is required; all absences must be approved by the immediate supervisor.
- Attendance at monthly in‑service meetings and at occasional evening and overnight workshops required; evening and weekend tutoring sessions/home visits/parent involvement activities may also be required.
CSIU Property and Confidentiality Requirements
- All property, including intellectual property, materials, equipment, or products and services developed or accrued as part of the job duties and responsibilities listed or as required by state or federal laws and regulations, are the property of CSIU upon termination of employment.
- The employee must maintain confidentiality regarding personal and private information about clients, coworkers, programs and services, and any other proprietary information.
- Must adhere to the code of professionalism entitled “Ambassadors Are Professionals, Too” and CSIU Administrative Regulation 317‑AR‑1 CSIU Service Standards.

Salary: $18 to $24 Non‑Exempt
