Job summary

The City of Allen is seeking a Recruiter to lead full-cycle recruitment and onboarding for a range of city departments. You will partner with hiring managers, manage postings, conduct interviews, and coordinate onboarding activities to ensure a smooth candidate experience.

Ideal candidates bring a Bachelor's degree (or equivalent experience), 4+ years in HR, and knowledge of EEO/ADA compliance. SHRM/HRCI certifications are preferred. This is a full-time, on-site role based in Allen, TX.

Qualifications

  • High School diploma or equivalent plus four (4) years of progressively responsible HR experience or a Bachelor's degree in a related field.
  • Professional HR certification from SHRM, HRCI, or World at Work preferred.
  • Must be able to pass required pre-employment screenings, CJIS and fingerprint check.

Responsibilities

  • Administers the full cycle recruitment process by providing guidance to hiring managers, generating job postings, managing the City’s online application system and recommending changes, sourcing applications, creating marketing materials for vacancies, researching advertising opportunities, conducting skills testing, and communicating with candidates
  • Provides guidance and training to hiring managers on system usage and requirements; ensures job requirements are clearly communicated and candidates are assessed against criteria
  • Executes onboarding by guiding new hires, assisting with new hire documents, reporting (I-9/E-Verify), maintaining employee records, and ensuring access to timekeeping systems
  • Makes conditional job offers, coordinates pre-employment screenings and background checks
  • Leads new employee orientation (NEO) and onboarding materials to integrate new hires into City policies and procedures
  • Evaluates recruitment programs for compliance and effectiveness; compiles statistics and reports including EEO compliance
  • Keeps up-to-date on federal/state/local laws and HR trends; tests HRIS integrations
  • Completes special projects with HR team; responds to ad hoc recruitment requests
  • Coordinate recruitment events and assist with event logistics
  • Advise applicants and the public regarding City employment policies and processes
  • Coordinate Police/Fire entrance and promotional testing and ensure test security

The purpose of this position is to provide professional-level assistance to the Human Resources Department by facilitating recruitment and onboarding functions, ensuring compliance with applicable laws, and delivering a seamless employee experience. This role combines strategic recruiting initiatives and efficient onboarding processes to meet the City’s staffing needs.

ESSENTIAL JOB FUNCTIONS
  • Administers the full cycle recruitment process by providing guidance to hiring managers, generating job postings, managing the City’s online application system and recommending changes, sourcing applications, creating marketing materials for vacancies, researching alternative advertising opportunities, conducting skills testing, and communicating with candidates
  • Provides guidance and training to hiring managers by creating and maintaining access to the online application system, training managers on the system usage and requirements; working with hiring managers and interview teams to ensure job requirements and expectations are clearly communicated and candidates are assessed against appropriate criteria; and following up regularly with respective hiring managers and candidates to ensure timeliness of the recruitment process
  • Executes the onboarding process by providing guidance to new hires, aiding in the completion of new hire documents, submitting required reporting such as I-9's, E-Verify and State of Texas New Hire Report, classifying documents for retention, creating employee records, ensuring new employees’ access to time keeping system and tracking certifications and licensures
  • Makes conditional job offers for employment; confirms formal job offers and start dates; coordinates and monitors results of pre-employment drug screenings, physical examinations, driver’s licenses, and background checks for individuals offered employment
  • Provides guidance and training for new hires by leading and developing the new employee orientation (NEO) experience and assisting in the integration of the new employee by educating employees on city policies and procedures
  • Evaluates recruitment programs and processes to ensure effectiveness and conformance to applicable laws and regulations by compiling quarterly recruitment statistics for department directors, completing required EEO and other government required reporting, reviewing testing standards, assessing disparate impact of salary offers, maintaining current knowledge of EEO guidelines, ADA requirements, and other applicable law and regulations
  • Ensures compliance with federal, state, and local laws by staying up to date on trends, techniques, and developments in human resources, as well as performing system testing for HRIS integrations
  • Completes special projects by collaborating with Human Resources team members and responding to ad hoc requests from city departments.
  • Evaluate, coordinate, participate in, process paperwork for and attend recruitment events as needed. Purchase recruitment event registration and giveaway items
  • Advise applicants and the public regarding City’s employment policies and processes
  • As assigned, coordinate Police and Fire entrance and promotional testing; enforce test security procedures/practices to ensure the integrity and quality of examination material; provide exam proctoring and scoring, test review administration and appeal preparation.
JOB REQUIREMENTS

Education & Experience

  • High School diploma or equivalent plus four (4) years of progressively responsible Human Resources experience or a Bachelor's degree in a related field.

Certification and Other Requirements

  • Valid Class C Driver's License.
  • Professional Human Resources certification from SHRM, HRCI, or World at Work preferred.

Special Requirements

  • Must be able to pass required pre-employment screenings, CJIS and fingerprint check, and have the ability to comply with state and federal requirements for Criminal Justice Information Security standards.
