GS-11:

To be eligible at the GS-11 level, you must have at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: At least one (1) year of specialized experience equivalent to the GS-9 grade level in the Federal Government performing records management activities, including organizing and maintaining physical and electronic records; improving filing or document management systems; maintaining electronic records or case management systems; preparing documents, updating procedures, and providing administrative support for records management operations. Education: A Ph.D. or equivalent doctoral degree in a related field (e.g., Public Administration, Archivist, Business Administration), or 3 full years of progressively higher-level graduate education leading to such a degree. Education must be from an accredited college or university and must demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To qualify based on a combination, graduate education must be in excess of two (2) full years.

GS-12:

To be eligible at the GS-12 level, you must have the Specialized Experience defined below: Specialized Experience: At least one (1) year specialized experience equivalent to the GS-11 grade level in the Federal Government administering a records or information management program including implementing or developing records policies and procedures; evaluating records management processes and recommending improvements; providing technical guidance to management and staff on the handling of records and information; and coordinating records management activities, reporting, and compliance efforts.
