Role: Business Change and Benefits Support Manager
Business: Office of Public Guardian (OPG)
Location: National with occasional travel required to OPG offices in Nottingham or Birmingham.

Contract Type: Permanent
Minimum Hours: Full time and part time contracts available
Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

This role sits within the OPG Transformation Directorate Change Team and supports the Benefits and Change Manager across the portfolio change initiatives. The role contributions to change readiness assessments, communications and stakeholder engagement, benefits management and governance, data quality assurance, compliance monitoring, change network management, and the production of governance and reporting materials.

Duties and Responsibilities:
  • 1. Change Management

    Support the development and application of business change and CI products, such as impact assessments, readiness checklists, plans, and communication materials.

    Ensure change leads, project managers and business owners effectively use change management/CI tools and techniques.

  • 2. Benefits Management

    Assist embedding benefits management framework and processes, ensuring benefits realisation plans align with business change and operational activities.

    Support portfolio benefits reporting, and ensure benefits activity, documentation and deliverables are fully compliant with the OPG Benefits Management Framework, maintaining high standards of accuracy and governance.

    Provide effective challenge to stakeholders on the quality of the benefits data, assumptions, improving the overall integrity of benefits submissions, escalating risks as needed.

    Monitor compliance with OPG governance processes and standards, escalating risks, issues or non-compliance through appropriate routes.

  • 3. Stakeholder Engagement & Communication:

    Engage with business owners, change leads, and benefits owners to align change, CI and benefits activities with OPG's strategic objectives.

    Support the development of OPG and MoJ-wide change, CI and benefits networks to standardise approaches and maximise efficiencies.

    Assist in producing materials for governance meetings, including Portfolio Change Board reports and presentations.

    Maintain Change Team information sharing and Change Network repositories

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

Occasional travel to our OPG offices in Birmingham and Nottingham may be required.

Skills & Qualifications
Essential Experience and Skills

Demonstrable experience of change and benefits management within change portfolios, or transformation environments.

Experience of working with a Portfolio Management Office PMO, governance, assurance, finance or business change environment.

Experience of analysing complex data and presenting clear, evidence-based insights and recommendations.

Experience of engaging with multiple stakeholders, including senior leaders, benefit and business owners, finance teams and project delivery teams.

Proficient in MS365 applications, particularly Excel and preferably Power BI

Excellent written, verbal, and stakeholder communication skills.

Strong organisational and problem-solving skills with keen attention to detail.

Strong relationship-building skills with the ability to work collaboratively across teams and functions.

Hold or be prepared to work towards a professional qualification in change, benefits.

Experience supporting business case development or financial or benefits forecasting.
